This isn't that unusual.

For example, when California Governor Jerry Brown appointed Rose Bird to be his Chief Justice of the state of California, she had never been a judge at any level -- not even traffic court.

She was later removed from the judiciary altogether by the voters.

For that matter, Justice Ruth Nader Ginsberg was nominated straight to the Court of Appeals without ever having been a state or municipal judge, let alone as a Federal Circuit court judge.
