Multiple submissions after some period of time

I just tried to submit this article which I found interesting:

HN informed me that the article had been previously submitted (http://news.ycombinator.com/item?id=222861), which is useful and nice, but it was submitted over two years ago. Should it not be allowed to knowingly resubmit previously posted materials after such a long time?
