As long as traffic can get through it should not make transactions impossible. However, it may affect the timing. People who pay extra to watch cable TV channels will have priority, and everything else will flow slower. Perhaps a company like Coinbase will set up a for-fee "fast lane" for transactions to prevent this from affecting investors.
If you are watching bitcointicker.co and trying to trade by the minute then Coinbase may not track prices at the same rate of change in the first place. That would be a persuasive reason to use a private wallet such as running a full node. There would not be any kind of "fast lane" for those kind of transactions which are timed with the block update rate.
Ultimately, Bitcoin is always safer if the investor takes a much longer view.
So in that case, say over a number of days or weeks, there would be no observable effect.
