but this isn't the requirement of lottery winners across all the United States... this "problem" should probably be fixed without solely depending on such practice, but other mechanisms.

Can't she legally arrange for a proxy to claim it but has to give her all the money? I'm sure someone would do it for a fee. Probably an accounting firm or law firm.
