Mac OS will always be faster than Windows, because Windows uses Memory Segments (rcollins.org)

This is a great introduction to the state of the art in ~1990, but it neither suggests nor supports the premise of this title. Today, of course, both Windows and OS/X use the segment registers of Intel processors in more-or-less the same way.
