They have the scanners installed, but no software to actually do the validation? Somewhere there must a team working on getting the software built/deployed already. How could something like that possibly just "fall through the cracks"?
I haven't crossed a boarder in years, but I imagine the scanners must be useful for something. Maybe just reading the information off the passport and cross checking it? How hard could it be to add the validation?
If it's a standard cryptographic signature they shouldn't even need to interact with external services, they could just do the validation on the device. It can't possibly be more than a 2-4 month project, even for the government.
