London vs. Munich vs. Vancouver

The reason for writing this post is because I don't have any mentors in my life, so I hope to get some much needed advice here.

If you wanted to start a successful internet business, but couldn't do it in the USA (at least initially), where else would you do it, having to choose between London, Munich and Vancouver?

As an EU citizen, I can choose between Munich and London freely, while for Vancouver I would need to first immigrate there as a skilled worker, get my permanent residence and then have the liberty of starting a business.

And, If start in any of these cities, should I pack everything once I can get a temporary US investor visa like E-2?
