That reason doesn't satisfy, it's not taking into account the connection to encryption. We can't know if this is simply an attempt to shutdown Telegram from use in the country, or whether they would have found the next most believable excuse to block them if Telegram gave into the encryption issue.
Not intended to assault but those are two rather bold statements, I mean that WhatsApp does not and Telegram does have anti Putin interests, anything substantial and verifiable behind those claims that you can share with us?
I wonder how they intend to implement this. Russia for the most part doesn't have anything like the great firewall. Probably by court order from their version of the FCC forcing the largest ISPs with international connectivity to put in static null routes for certain V4 and v6 IP blocks that contain the telegram registration servers.
