Maybe make fastfood places a less shitty environment to work. When I was young I worked in a couple of fast food places and a grocery store. The grocery store started me at the same wage as the fast food places. The hours still sucked. But the difference in work environment was fairly high. It'a nice not being treated like a slave. The fast food places were probably the most miserable places i've worked out of every job i've ever had. I can understand why teenagers would want to do literally anything else rather than work at one.
