Ask HN: What do you think of a marketplace for 3rd party software consultants?

Most people don't know a thing about software, but need a website, app or tech consultant to discuss the viability/progress of a project.

Do you think a marketplace for software/tech consultants would be useful? A place to hire a third party consultant to evaluate developers, review project plans, catch pitfalls, etc.. The key to this being that since the consultant is third party, incentives are better aligned to ensure the project is successful.
