Ask HN: Is a Privacy Focused Cell Carrier Possible?

Given cell companies’ disrespect for users’ privacy and autonomy (e.g. https://news.ycombinator.com/item?id=17081684), I wonder if there's room in the market for a privacy (and net neutrality) focused cell company.

I’m wondering if this could be achieved via an MVNO (using the infrastructure of another carrier, but with different policies; reselling their bandwidth).

Does anyone with more telecoms knowledge than me know if an MVNO could, technically, offer their customers a deal with no funny business?

Or, if you’re reselling bandwidth, from, say, T-Mobile, would your customers’ data be resold and exploited just the same as T-Mobile’s direct customers?
