Non US startups: Is it possible to withdraw USD from PayPal without conversion?

So my friend who is not from US works at a startup. And we see PayPal charged them 2% more (compared to transferwise) on currency conversion to HKD from USD.

Is it possible to withdraw USD directly to USD bank account?
