Ask HN: Text understanding latest approaches and frameworks

There are many Deep Learning frameworks that can do general ML tasks: classification, topic modelling, POS, entities marking. But what about to text understanding with context, relations, dependencies? Have we some real AI approach and, may be, ready to use open source framework? I know only Facebook's DeepText, announced 2 years ago and no open source software released yet, no news since 2016.
