How can I debug a networking issue? VM, possible firewall, and port fwd

4 days of learning networking and VM, I'm still stuck figuring out where to look. Goal is to have a public(or at least network) server.

>Vagrant's Homestead is producing a working website at 192.168.10.10(host only) and 192.168.1.17(bridged).

>This is accessible by my windows 10 computer which runs the VM.

>My cellphone cannot find either link. Ive also checked :8000 where it may be portforwarded to. (NAT is default 1st network).

>Ive portforwarded 192.168.1.17 to 80 and 8000. (no change in availability)

I cannot tell if this is a crummy firewall issue with windows, a crummy firewall issue with my home network, or virtualbox/vagrant/homestead install.

Any suggestions on the process to debug this?
