Ask HN: Toptal vs. 99designs vs. Dribble for finding design talent?

I'm looking to make my first hire for a ui/frontend position and I'm not sure whether a contest on 99designs vs looking for individual designers to work with on Toptal or Dribble would be the best.

Does anyone have any experiences with any of these platforms and can speak to their quality?
