ASH HN: Facebook graph API – retrieving user info

I am trying to retrieve some basic profile details using graph API. I have a random user id (not logged into my app). When I try to retrieve user email and phone number (public info) using https://developers.facebook.com/…/graph…/reference/v3.1/user , I am not receiving these details. Any idea, what kind of permissions are required.
