Intel can't buy AMD, because they don't want to lose their hold on x86, and if AMD disappear regulators won't buy the pretend open competition anymore.
That's the reason they won't do it anyway, just like they refused to let nVidia make x86 chips (pushing them to ARM and making x86 lose another possible foothold, a bad long term choices)
