Depending on the urgency of your communications, step one may well be: Ask.
Or just . . . maybe refrain from emailing them if they're not publicly listed in an obvious place with an email address.

I work at an email marketing company, and this is still the rule we follow when determining if someone can be emailed or not.

I guess you can do whatever you want, but try to avoid running afoul of spam filters, otherwise you'll have a tough time getting in touch.
