Ask HN: Calling from VoIP / SIP to Regular PSTN Numbers?

Is there a VoIP/SIP service that provides this kind of a 'gateway' to call regular, publicly switched telephone numbers? Or say at least, is there a gratis app which can call regular phone numbers over just an internet connection and requiring nothing else like SIM card?
