I would like to see the loan terms and collateral requirements and general resources that the broad industry is working with.

Granted that anyone familiar with US history could have guessed as much. Looking back it's obvious that the federal government shouldn't have stopped reconstruction until blacks were on comparable economic footing to whites. Leaving them as an underclass dependent on the higher classes (whites) for the ability to make a living gave rise to Jim Crow and enabled the institutional racism that has perpetuated to this day.
