How to quantify software products

Are there any tools for web apps that can help determine the approximate number of customers/users that it can support. Or in other words is there a way to tell sellers beforehand that this piece of software will support X number of users without any significant effect on performance. If you want to add more users the organization has to pay $Y to scale it up.
