Ask HN: Resources for small devs to deal with app stores and bureaucracies?

For some background, I write a couple of minor, free and open source extensions for Chrome and Google Sheets. Writing the extensions was pretty easy, but it ended up taking almost as long dealing with processes to get them listed in their respective stores as it did writing and testing them. Google has recently changed its store arrangement, and now tells me that my Sheets extension will require a Terms of Service, which I have little knowledge about or interest in writing, but will need to create or the extension will disappear.

The situation is similar in most app stores, and while I don't begrudge a certain amount of rigour in order to make it harder for malicious actors, it seems to have the side effect of make small or free apps not worth developing. What resources are available for small-time and OSS devs to navigate the requirements that app stores impose?
