Ask HN: Why is Gmail suddenly letting so many ads through the “Promotions” flag?

I've noticed a significant number of advertisements sneak past the "Promotions" flag in Gmail over the last few days. Is this a result of advertising companies becoming cleverer or Gmail relaxing that criteria?
