How do we protect ourselves from astroid terrorism?

Actually a very simple question.

If you get a ion-thrusting spaceship hooked to a asteroid, and have the ability to guide that asteroid to earth- does that not make you another wielder of the atomic-bomb stick? In other words, who prevents the distribution of weapons of mass destruction, that are every day objects outside a gravity well?
