`potrzebie` is a inflected form, dativus i guess.
example of usage: `trzeba pomagać ludziom w potrzebie' ~> `one needs to help people in need`
[w kim?/w czym? w potrzebie] is locutive.
[komu?/czemu? tej potrzebie] would be dative.
