Ask HN: Which stack/language to use?

Currently developing a project that draws data from heterogenous resources (human & machine generated) that need to update a visible stream of data to users that said users can annotate and subscribe to, as well as opt out of. The options for stack seem myriad and I would appreciate some of the developers here input on this. Thanks in advance.
