Building data systems from zero at a small company

Can you share your experience How did / would you start building data science and data engineering at a small company or startup? There is for example a data scientist and a data engineer, the amount of data is still not large, but growing. The problems are usually to support marketing team, decision making, and introduce some ML to enhance the product. What frameworks, storages, infrastructure would you pick?
