Ask HN: Facebook rejected me although I had positive feedback. Is it normal?

I had my onsite with the Facebook London team for PE role two weeks ago. They have positive feedback for me but they have only one opening for the PE and there is another candidate with more experience at the undergrad level. Is this normal thing or just a way to reject a candidate? I wonder why they open applications just for one opening :D
