To me, this is just another step in the dilution of the American constitutional system. Congress has the "power of the purse", period, and while this mechanism has been in place for quite some time, using it for the purpose of doing an end-run around Congress's check on executive power is a very Bad Thing™️.
That's coming from someone who doesn't have a real problem with "the Wall" in and of itself. I certainly don't feel as strongly about it as many people (on both sides of the issue), but my feelings on the use of emergency powers are much stronger.
