BBC should be more bothered about Brexit and how it will make UK hell rather than thinking about Cal.
There's a book called Calexit by Matt Pizzolo about this exact scenario. Doesn't seem to be mentioned in the article. Can't say how much overlap it has with the proposed ideas because it's still sitting on my ever increasing "to read" pile.

I’m sorry but this is just silly. The BBC itself reported that California’s independence was something promoted by Russian trolls [1] in late 2017.

The whole article is a nothingburger. “It’s hard to imagine a general deciding to occupy California by force,” with a picture of a bunch of yuppies drinking wine? Get a grip. We shouldn’t be upvoting this, if the BBC wants our clicks they should earn them with solid journalism.

To the author: I understand your intentions were well-meaning. This is just the type of divisive content that the world doesn’t need right now. We can do better.
