Suppose Trump gets re-elected in 2020 on the basis of the success of protectionism. Given that semiconductors are arguably essential to national security for any sufficiently large economy, Trump's Dept of Commerce should make semiconductors a very high tariff item.

I, for one, believe that Intel should spend that capital in the USA and hire USA workers at high wages for stuff it sells in the USA.
