Ask HN: If and WHEN to open source software

I've written an API to handle forms on static web sites (like formspree.io but with different focus on features and architecture) and think about open sourcing it.

What keeps me from doing that is some questions/concerns I think I want to think through are holding me back.

1. It's not yet covered with tests because I started the project by prototyping with trial&error

2. The code quality is not bad but I wouldn't consider it being good either (I'm not sure if it's ready for prime time)

3. I haven't figured out what license I want to choose

4. I don't have time to maintain any open source project at the moment because I'm drowning in other tasks right now (just took the time to write the tool because I don't want to use services that rely on other services which complicates the legal stuff)

On the other hand I know I could learn something from issues, pull requests etc. and it would be a good way to: a) improve security and code quality b) give something back to the community (as I can't donate that much money right now)

What are your thoughts on this and do you have any advice or questions to help me sorting this out?
