Err, with hundreds or thousands of hours of video uploaded to Youtube every minute, how can they be "proactive"?
It seems the author believes that companies do $badThing because they want to specifically do that. Twitter has trolls because they want to, Amazon sells books with problematic content because they want to, Google sets ads for non-progressive organizations because they want to. That sounds crazy to me. If Twitter could remove the extreme trolls without killing the conversation on the platform, I'm sure it would, and the same goes for Google or Amazon. Sure, they may not have a moral position (though at least in Google's case, the employees certainly do), but they try to mimic the population's moral position out of sheer self interest. It's just that technology isn't there yet and they can't automagically decide what's okay in the public's eye and what isn't.
