Linking this library statically or dynamically with other modules is making a combined work based on this library. Thus, the terms and conditions of the GNU General Public License cover the whole combination.
The exception doesn't seem to apply to the whole library, but to certain source files where it's explicitly specified. So, is it true that any commercial code linking the other codes might not be protected by this exception?
