Google Networking and AppEngine experiencing major outages, again

AppEngine and Cloud functions have been serving 502 errors for >30% of requests since 11 a.m. eastern. Google is investigating, per https://status.cloud.google.com/

This is the second major outage in a month. What's going on there?
