It's unlikely he'll pay the fine or be brought to justice if they can't find him, but more importantly it will certainly give other such people pause when they think they can do this sort of thing with impunity.
I think even aside from some arguments people would make about this being protected speech (I don't agree, but I'm also not a lawyer), with his clear history of just straight up evading the law and ignoring court proceedings despite being a US citizen operating a site that takes money from Americans, he really shouldn't be getting away with so much anymore. If nothing is done it just encourages people to get up to the most antisocial stuff and profit off it, and that's already happening a lot. There's another very notable site that charges for access and basically organizes hate mobs, and it has an actual death count - of course that one's operated overseas so nothing will ever be done about it.
