The original app is "Signal - Private Messenger by Open Whisper Systems https://apps.apple.com/us/app/signal-private-messenger/id874139669". The other one is "Signal by MVL LLC https://apps.apple.com/us/app/signal/id1245179525".

The second one doesn’t appear to be a messaging app at all. Simple name collision?

The second app is also categorized under "Social Networking" in the Apple App Store for me. They both have a same/similar blue background in their three pictures in the install preview. I can't read Cyrillic, so I don't know what it is about, but what 'duxup says makes sense.

That being said, it doesn’t appear to have been updated since 2017.

It doesn't look anything like the Singal app messenger.

It looks like an old app that was used to identify local problem areas ... I'm guessing sidewalk that needs repair, or something(s) where government is lacking to bring attention to problems.

Well, two totally different apps share the same name derived from an english word. What is weird here?

It's not like these can be mistaken - one is a communicator, an the other is some Ukrainian app for reporting road problems or something.
