Ask HN: Is web local storage reliable enough for field data collection?

Collecting data in the field without a reliable connection means saving it robustly locally for later upload. My concern, based on experience of websites not loading in my browser and fixing them by having to clear local storage (not just cookies) for the website, is that expensive field inspections could result in data loss. Is this technology and implementations reliable?
