After the big data breach at Capital One, how can she find out if she was affected or not?

On a side note: how is it possibile that their statement (https://www.capitalone.com/facts2019/) says:

"No bank account numbers or Social Security numbers were compromised, other than:

-- About 140,000 Social Security numbers of our credit card customers

-- About 80,000 linked bank account numbers of our secured credit card customers"

Like, 140000 doesn't seem like "No bank account numbers or Social Security numbers were compromised"
