Ask HN: Cloud provider support program for open source tooling development

I often find myself in the situation where I'd like to develop some kind of tooling in relation to a resource of some cloud provider (AWS, Azure, GCP, ...). The one thing that prevents me from starting is that I'd need to pay for these resources.

I'm aware that there are free resources but this is limited to a few/lot (depending on the provider) and they're only free for a limited amount of time. As I'd like to keep my tooling maintained and tested, permanent access to these resources would be preferred.

Do you know cloud providers that offer some kind of support program to help developing open source tooling around their resources?
