Ask HN: How do web design memes proliferate?

Seems the current design meme is "neon colors, gradients, quasi-3D cartoon illustrations." Almost every startup is using this meme currently. (It looks nice too.) I'm just curious, where's the central location for these memes? If I hire a random designer, will he just "know" to make it this way? Or is there one design firm doing all these sites?
