Ask HN: Ctrl+wheel zooming stutters. Is it an inherent problem of the web?

When using Ctrl+wheel zooming in/out on a web page other than a very simple ones stutters. That is, there is a delay between the Ctrl+wheel and the completion of the zooming. One zooming (25% on Chrome) may not stutter that noticeably, but if I move the wheel fast up and down to find the zooming level I need, it lags horribly. It continues zooming long after I stopped the wheel.

I had been thinking that this is because my CPU is slow, but I just checked it with the Task Manager (set to display each core), and while the page zooming stutters on Chrome, none of the cores reached 100%. Not even close. All cores were about 50%.

Then, is this not because of the CPU power but some of the layout structure blocks the CPU and causes it wait somehow and non-solvable with a faster CPU? Or is it just because my CPU is slow? If you have the fastest system, Ctrl+wheel on a website like Wikipedia in Chrome does not stutter?
