Ask HN: Tips for hiring non-technical roles?

I have no problem finding and hiring technical staff as they tend to all hang out together, but I am having a lot of trouble finding/hiring non-technical roles that are just as important. I am not in a major tech city.

Specific roles I am talking about are designers, testers, support, and HR.
