Initiating Investment Discussion with VC

After a meeting with investors and they say "keep us in loop"

How do you actually initiate the investment negotiation?

Is it common that they don't express they want to go ahead and invest or will they do?

If they do, Does that mean they don't want to invest in us?

If so, how would someone handle that and convince them to invest?
