Perhaps not pertinent to HN, but deppely tragic all the same.

I was looking at the muder statistics for the UK, which seemed to be on a downward slope. However it stated there were exceptions due to mass deaths. The Manchester arena bombing, the Olympics celebration bombing, Harold Shipman, immigrants trapped by the tide, a previous lorry suffocation incident.

If you have an exceptional mass death each year, when does it no longer become exceptional, but just to be grimly expected.
