Ask HN: How to get a reply after no response?

I am trying to get in contact with a middle-level manager at a larger company that I do business with, but my efforts have been unsuccessful.

How do you get someone to respond to you if they go silent? I think it would be unwise to send too many followup emails and voicemails.
