PG&E Outage Map uses elasticbeanstalk and returns 4.6MB JSON response

I (work at HeadSpin) did some analysis of PG&E Web Browser performance on HeadSpin using real mobile devices and found the following API call to be unresponsive or very slow. When the API succeeds, the response was 4.6MB JSON. http://outages-prod.elasticbeanstalk.com/cweb/outages/getOutagesRegions?regionType=city&expand=true&ts=1572194037
