Ask HN: What does it take to become a ceritified mid/high school institution?

I feel like the education system in the US could improve dramatically with the current state of technology. I have some ideas for basically replacing middle/high schools with online programs but with a specific twist that would make it more attractive for the average parent. One of the things I feel like would stop people from enrolling in programs like these is certification. What does it take to get certified and be allowed to award middle/high school diplomas to students?
