Ask HN: How will the “best hacking” manifest in the 2020 election?

A recent article (https://news.ycombinator.com/item?id=21742974) has a quote regarding the upcoming 2020 U.S. election. "Ignore the campaign rhetoric, but stay for any lessons imparted by some of the best hackers in the world." How would those "best hackers" manifest? So far, we've seen some pilfering of weakly configured email servers and rather effective social media advertising. Not much to show the efforts of "the best hackers in the world." My question is, what would that actually look like?
