What do they mean by a ratio of 0.7?

0.7 hip-to-waist ratio. For example, if the hips are 36 inches, the waist is 25.2 inches.

No word on how females regard male buttocks?

The study doesn’t mention the use of female only models. And from factor description, it seems like multiple sexes were involved.
